The North American Free Trade Agreement
NAFTA allows investment at eliminated or reduced tariffs by individuals and companies within the NAFTA countries of Canada, Mexico, and the USA. Within Mexico, growth from formation of corporations has been boosted substantially due to the incentives provided by the NAFTA agreement.

An average of 20% savings in tariffs is realized. In addition to various tax breaks and treaty requirements, NAFTA guarantees that citizens of NAFTA countries are entitled to work on a temporary or semi-permanent basis within other NAFTA countries, given previous qualifications and educational considerations, outlined within the document.

The National Development Plan
The NDP was formed by President Ernesto Zedillo and the current government to stimulate national growth from 1995 to 2000.It has five primary points:

  • Sovereignty - establish Mexican independence even as the country's economic ties with NAFTA and the Mercosur countries grow.
  • Rule of law - guarantee "harmonious social coexistence" and civil freedoms, while growing adherence to constitutional principles.
  • Democratic development - grow the influence and input of other political parties and encourage active political discourse.
  • Social development - grow social programs and quality of social welfare expenditures, providing higher quality medical care, schooling, and other public services.
  • Economic growth - pursue a course which promotes growth of the economy in a safe, stable, sustainable manner.
